Hide Submit proposal if iChain is enabled and user is not logged in

because it's not possible to create a user while submitting a proposal when iChain is enabled. User would get
not authorized error message.

Add registration_limit to conference model. Added the input for registration limit in the edit conference form. In the controller, if the limit has exceeded redirect to root_path with an alert. fix #761
