Update devise_ichain_authenticatable to 0.3.2 
Otherwise instances using ichain authentication (such as
events.opensuse.org) break after the Rails 5.1 update.

Update to Rails 5.1 
We need to update to Rails 5.2 because of the security issue:

But this is not an easy update, so let's try to update in small steps.
