Add DO NOT MERGE label

I created a new label *DO NOT MERGE* as I think it is useful to indicate the state of PR. 

This commit add it to the *Labels for issues and PRs* section of the [contributing guide](https://github.com/openSUSE/osem/blob/master/CONTRIBUTING.md#labels-for-issues-and-prs)
